Extreme Weather Relief Centers
During extreme heat, cold, and other hazardous environmental conditions, the Carroll County Department of Citizen Services and the Carroll County Public Library System will operate relief centers around the county. Residents who don't have access to a safe place to be during these times can use these centers.
When relief centers are opened, Carroll County Government and other community agencies will share information through media and online. However, most of these spaces are public. Hours are below, but subject to change.
The Citizens Services Office Building at 10 Distillery Drive, Westminster, is open to the public from 8:00 AM – 5:00 PM, Monday – Friday. Please note that this building closes on Fridays at 3:00 PM in the summer months. This building houses Human Services Programs, Citizens Services, and Access Carroll.
Carroll County’s five senior centers are open to the general public, regardless of age, Monday through Friday from 8:00 AM to 4:00 PM. Please note that these buildings close on Fridays at 3:00 PM in the summer months. For more information on the Senior Centers and to check hours, call 410-386-3800.

- Westminster Senior and Community Center, 125 Stoner Avenue, Westminster

Residents can also go to the Human Services Programs Adult Only Homeless Shelter, 127 Stoner Avenue, Westminster (24/7). Call 410-857-2999 for more information.
Access to air conditioning or heat and water fountains will be available at all the cooling centers.
Be aware that all of the above locations may be closed for holidays, severe weather, or other building issues. Call ahead before you go.
