HIV and AIDS Services

​The Carroll County Communicable Disease Program​ provides free, confidential or anonymous HIV and/or Hepatitis C testing, counseling, and education for those at risk for HIV and/or Hepatitis C infection. We also provide free condoms, health education, and risk/harm reduction. See below for service details.


Walk-in rapid testing is available, but appointments are encouraged. ​You may also order a free HIV self-test at Together Take Me Home. This at-home test is used as a screening tool and cannot diagnose.


If you receive a positive result from the rapid HIV self-test, you will need to go to your healthcare provider or the Carroll County Health Department for a follow-up confirmatory test.

HIV pre-exposure prophylaxis, or PrEP, can reduce your chance of getting HIV from sex or injection drug use. Visit PrEP Locator to locate HIV PrEP services or ask your healthcare provider if PrEP is right for you.

The Carroll County Health Department offers non-medical HIV case management, providing guidance and assistance in improving access to needed services.​​​
