New Update for Assisted Living Managers
The State Board of Long-Term Care Administrators (BLTCA) is pleased to announce that regulations 10.33.01 - 10.33.08 were finalized in the Maryland Register on January 19, 2026. While these will be posted on the COMAR Online website shortly, you may access the current documents via the links below:

Specific licensing regulations for Assisted Living Managers (ALMs) can be found under Subtitle 10.33.03. Detailed requirements and application procedures for ALM licensure will be posted on our website by February 6, 2026.
Please note that ALM applications must be submitted through an online portal; paper applications will not be accepted. While the current portal is exclusively for nursing home administrators, the ALM portal is tentatively scheduled to go live on April 15, 2026. We will provide further instructions and information to applicants prior to that date.
BACKGROUND:
Pursuant to HB 1034/SB 720 (2022) and HB 874, all assisted living managers must be licensed by the Board to practice in Maryland effective July 1, 2026. The Board serves as the licensing authority mandated to protect the public by regulating practice, enforcing statutes, and overseeing disciplinary actions.

National Association of Long Term Care Administrator Boards (NAB) Updates
Beginning November 24, 2025, NAB launched the 2025-26 Professional Practice Analysis (PPA) survey. A PPA (sometimes referred to a Job Analysis) is the practice of gathering and analyzing details about a particular job, such as responsibilities, day-to-day duties, qualifications, etc. NAB needs your help in completing the PPA Survey so that they can accurately reflect the appropriate skills that are crucial for entry to the senior living and health services profession. Your input will shape the 2026 revisions to the NAB Domains of Practice.
The survey will take approximately 45 minutes to complete. Your answers are anonymous, and responses will be reported only in the aggregate. For your participation, NAB will issue 0.75 NAB CE credits to any Nursing Home Administrator who enters their NAB ID number. The Board will accept this CE credit for license renewals.

Effective January 1, 2026, to protect exam integrity, NAB will limit the number of times a candidate may attempt the CORE and NHA exams to up to 4 attempts during an examination cycle (July 1 - June 30). These limits apply to all candidates testing on or after January 1, 2026. The attempt count resets each July 1. If you have questions or need more details, please contact the NAB office.
Online Application Portal for Nursing Home Administrators
Effective September 16, 2024, an Online Application Portal was launched only for nursing home administrators applicants to complete an initial application, submit required documents, and pay applicable board fees online for the following types of applications for licensure:
