Nursing Home Administrator and Assisted Living Manager Applicants

​APPLYING FOR A NURSING HOME ADMINISTRATOR LICENSE IN MARYLAND

​An applicant for a license as a nursing home administrator shall submit an application through the online application system, provided by the Board, and shall submit evidence satisfactory to the Board that the applicant has met the requirements in accordance with the Annotated Code of Maryland Health Occupations Article Title 9 and  Code of Maryland Regulations (COMAR) 10.33.02 for Nursing Home Administrators under: Board Laws and Regulations

STEPS FOR COMPLETING ONLINE APPLICATION:

STEP 1: Carefully read the steps and refer to the LICENSING REQUIREMENTS below to apply as an AIT or Endorsement applicant; or for Reinstatement or Reactivation of your license before clicking on the “Online Application” link to start the application process.

STEP 2: You will create a user account and receive an Application ID Number to begin the online application process. Instructions will be provided in the online portal to assist you with navigating through the process, including instructions for payment of applicable fee(s) using a credit or debit card only and uploading required documents. 

STEP 3: The licensing specialist will review the online application for completeness and the applicant will receive system generated notifications from the licensing specialist as the application is being processed and for other action steps, as needed.

STEP 4: AIT and Endorsement applications are reviewed by the Credentials Committee. AIT Program Applicants and their Preceptor are required to meet virtually with the Committee to consider approving the start of an AIT Program. All applicants will receive notification when a decision has been made by the Committee. You can find the Committee’s meeting dates and deadlines for submitting a completed application under the "Fees and Due Dates" section below.

Important Notice: The application fee is not refundable. Once the application is accepted, the fee cannot be refunded if there is a failure to complete the application process.  ​

Nursing Home Administrator Licensing Requirements

APPLYING FOR AN ASSISTED LIVING MANAGER LICENSE IN MARYLAND

​​​​​​​​IMPORTANT NOTICE:

The Online Application Portal for Assisted Living Manager applicants seeking an initial license is tentatively scheduled to launch on April 15, 2026. A website link to the portal will be made available to applicants when the portal goes live.

Criminal History Record Check (CHRC)

The issuance of the Originating Agency Identifier (ORI) number required for the national background check is currently pending. As a result, individuals who intend to apply for an Assisted Living Manager license are not able to complete the Criminal History Record Check at this time.

Once the ORI number has been issued, a notice will be posted on the Board’s website, and direct communication will be sent to Assisted Living Managers currently working in licensed Assisted Living Programs in Maryland.

Effective July 1, 2026, an individual shall be licensed by the Board before the individual may practice as an assisted living manager in the State. This requirement is in accordance with Code of Maryland Regulations (COMAR) 10.33.03.01A.

An individual applying for initial licensure as an Assisted Living Manager (ALM) must submit an online application through the Board's Online Application Portal and shall attest to or provide evidence satisfactory to the Board that all requirements have been met in accordance with:

  • Annotated Code of Maryland, Health Occupations Article, Title 9​
  • COMAR 10.33.01 – 10.33.08

Applicants must apply under the appropriate category:

  • Applicant I – Practiced as an Assisted Living Manager in a licensed Assisted Living Program in Maryland prior to July 1, 2026
  • Applicant II – Have NOT practiced as an Assisted Living Manager in a licensed Assisted Living Program in Maryland prior to July 1, 2026

  • All applications must be completed and submitted through the Board's Online Application Portal
  • Internet access is required (Home, office, library)
  • A valid and active email address is needed

Step 1: Review Requirements

Carefully review the licensing requirements to determine whether you qualify as:

  • Applicant I, or
  • Applicant II

Before beginning the application process, ensure you meet all applicable requirements.

Step 2: Create an Account

  • Create a user account in the Online Application Portal.
  • You will receive an Application ID Number. Check your email inbox, spam, junk, and trash folders to locate your first email with your Application ID. You will need the Application ID number throughout the application process.
  • Follow the portal instructions to:
    • Complete the application
    • Upload ALL required documents
    • Pay applicable fees (Visa or MasterCard credit or debit card only)​

Step 3: Application Review

A member of the licensing staff will review your application for completeness

and compliance with licensing requirements.

  • You will receive system-generated notifications regarding:
    • Application status
    • Missing documents
    • Additional required actions
  • Approximate processing time from submission of a completed application to issuance of initial license: 10 days
  • Processing time may vary depending on application volume.

Important Fee Notice

  • The $100 application fee is non-refundable.
  • Once submitted, the fee cannot be refunded, even if the application process is not completed.

Application Validity

An application will be void if all licensure requirements are not met within one (1) year of the Board's receipt of the application.

If the application becomes void:

  • A new application and fee are required.
  • The applicant must meet the licensure requirements in effect at the time of reapplication.​​

Assisted Living Manager Licensing Requirements
