Applying for an Assisted Living Manager (ALM) License
The online application portal for Assisted Living Managers to apply for a license is now live as of Monday, April 20, 2026, at 10:00 a.m.
All ALM applicants are required to undergo a State and national criminal history records check in accordance with the Health Occupations Article, §9-302.1, Annotated Code of Maryland.
ALMs are able to complete a criminal history records check at this time to fulfill this requirement and must attest to having submitted to a State and national criminal history records check on the online application when it is launched. Individuals should refer to the Criminal History Records Check (CHRC) page on our website for the Board’s Authorization Number, Originating Agency Identifier (ORI) number, required forms, and additional information. Important CHRC Note: The "Applicant Record Notification" form is no longer required to submit to the Board. Applicants are only required to submit the "Privacy Act Statement and Noncriminal Justice Applicant's Privacy Rights" form.
There is no waiver of this requirement for anyone who has previously completed a criminal history records check for another Maryland Health Occupation license.

Effective July 1, 2026, an individual shall be licensed by the Board before the individual may practice as an assisted living manager in the State. This requirement is in accordance with Code of Maryland Regulations (COMAR) 10.33.03.01A.
An individual applying for initial licensure as an ALM must submit an online application through the Board's Online Application Portal and shall attest to or provide evidence satisfactory to the Board that all requirements have been met in accordance with:
- Annotated Code of Maryland, Health Occupations Article, Title 9
- COMAR 10.33.01 – 10.33.08

License Categories
Applicants must apply under the appropriate category:
- Applicant I – Practiced as an Assisted Living Manager in a licensed Assisted Living Program in Maryland prior to July 1, 2026
- Applicant II – Have NOT practiced as an Assisted Living Manager in a licensed Assisted Living Program in Maryland prior to July 1, 2026
How to Apply
- All applications must be completed and submitted through the Board's Online Application Portal
- Internet access is required (Home, office, library)
- A valid and active email address is required for the application process
Step 1: Review Requirements
Carefully review the licensing requirements to determine whether you qualify as:
- Applicant I, or
- Applicant II
Before beginning the application process, ensure you meet all applicable requirements.
Step 2: Create an Account
- Create a user account in the Online Application Portal.
- You will receive an Applicant ID Number. Check your email inbox, spam, junk, and trash folders to locate your first email with your Applicant ID. You will need the Applicant ID number throughout the application process.
- Follow the portal instructions to:
- Complete the application
- Upload ALL required documents
- Pay applicable fees (Visa or MasterCard credit or debit card only)
Step 3: Application Review
A member of the licensing staff will review your application for completeness and compliance with licensing requirements.
- You will receive system-generated notifications regarding:
- Application status
- Missing documents (if applicable)
- Additional required actions
- Approximate processing time from submission of a completed application to issuance of initial license: 10 business days
- Processing time may vary depending on application volume.
Important Fee Notice
- The $100 application fee is non-refundable.
- Once submitted, the fee cannot be refunded, even if the application process is not completed.
- Upon approval of the application by the Board, the $200 license fee must be paid and is non-refundable.
Application Approval and License Verification
Once your initial license application is approved and the required initial license fee is paid, the Board will initiate the “Okay to License" process to generate your license number. You will receive a notification email at the address provided in your application once your license is active. The Board will not mail approval letters or physical license cards. Instead, you may verify and print your licensure status directly from the Board's website at: License Verification Page.

In accordance with COMAR 10.33.03.09, all individuals licensed as Assisted Living Managers in Maryland must display verification of licensure in a conspicuous location at their office, place of business, or place of employment. A printed copy of your License Verification page satisfies this requirement.

License Numbering
Licenses issued for Assisted Living Managers will begin with the prefix "ALM," followed by a numerical sequence starting with 1.
Level 3 Approval Identification
Assisted Living Managers licensed to work in a Level 3 Assisted Living Program will be identified on the License Verification page. This will be indicated by "(Level 3)" preceding the license number.

Application Validity
An application will be void if all licensure requirements are not met within one (1) year of the Board's receipt of the application.
If the application becomes void:
- A new application and fee are required.
- The applicant must meet the licensure requirements in effect at the time of reapplication.
