Welcome to HealthChoice Maryland Medicaid's managed care program. Find information for Medicaid members and providers.

​Understanding HealthChoice​

  • The Maryland Department of Health is the part of the state government that oversees public health. 
  • Medicaid is part of the Maryland Department of Health. Medicaid provides free or low-cost health insurance for those with limited income. Medicaid pays for the health care services that you get from medical providers.
  • Maryland Health Connection is the state’s official health insurance marketplace. It is where you enroll in Medicaid. Maryland Health Connection takes care of the paperwork you need to get Medicaid. When you sign up for Medicaid through them, you will pick a health care company.
  • A Managed Care Organization, or MCO, is a health care company or health plan. An MCO gives you covered health services. 
  • MCO Network Providers are the doctors, hospitals and other providers who work with the health care plan you choose to give you the care you need.
  • HealthChoice is the name of Maryland's managed care program. Only MCOs that are part of the HealthChoice program can work with Medicaid and with you. You can choose your​​ MCO to get your health care – because it is your health and your choice!​

​March 17, 2025 - NOTICE: HealthChoice Managed Care Members

Priority Partners: No New Medicaid Members At This Time

Priority Partners is not accepting new enrollment as of March 17, 2025. Please choose from one of Maryland Medicaid’s eight other quality health plan options. View the MCO Comparison Chart to help you pick the best one for you.

If you have any questions about the Priority Partners health plan accreditation suspension, please call the HealthChoice Helpline at 800-284-4510.

March 5, 2025 - NOTICE: Important Information for Priority Partners Members​

On February 19, 2025, the National Committee on Quality Assurance (NCQA) suspended  Priority Partners' health plan accreditation for not meeting certain quality standards. This action does not change your current coverage, benefits, or access to care. Priority Partners is still a Maryland Medicaid health plan and will keep serving members. 

If you are a Priority Partners member, you do not have to change to another health plan unless you want to. If you choose to stay with Priority Partners, there is nothing you need to do. 

Current Priority Partners members have the option to change their health plan for a limited time between March 17, 2025, and May 16, 2025. Priority Partners members will get a notice with more information on how to change plans if they decide to.
