What We Do:​

The Office of Regulation and Policy Coordination is responsible for managing the Department's:
  1. Regulatory Process;
  2. Policy Process; and
  3. Institutional Review Board (IRB).

​​​Institutional Review Board (IRB):

  • This office manages and coordinates all aspects of the Department’s Institutional Review Board (IRB). 
  • The MDH IRB is governed by MDH Policy 01.03.02​ - Policy on Research Involving Human Subjects and MDH Institutional Review Board and 45 CFR Part 46.  
  • The MDH IRB is responsible for reviewing all human subject research that: 
    • Is funded with federal, State, or other funds available from or through MDH; 
    • Involves human subjects who are patients or clients of MDH; 
    • Involves data that is held or compiled by or for MDH; and 
    • Is undertaken by an employee of MDH or a student in a residency program at MDH who is conducting the research as a function of their employment or training program. ​

COMAR 10.63 Regulatory Revisions
