Description
A forensic residential center, also referred to as a Secure Evaluation and Therapeutic Treatment (SETT) unit, is licensed to provide a continuum of integrative services to individuals with intellectual disabilities with court involvement within a safe and secure environment. A SETT unit provides evaluation and assessment services, as well as active treatment to people with intellectual disabilities and court involvement within a secure and safe environment. The program provides assistance as they resolve their court involvement and work toward transitioning to a less secure environment.
OHCQ is responsible for the oversight of SETT units, including licensure surveys and complaint investigations.

Licensure
There is no fee to apply for a license. The license for a SETT unit is effective for 1 year. To obtain information about the licensure of a new forensic residential center, complete the

Licensed SETT units report changes in their contact information to OHCQ via the
Change Form.
Protaction and Advocacy Agency
Disability Rights Maryland (DRM), a non-profit 501(c)(3) organization, is Maryland’s designated Protection and Advocacy agency. DRM is federally mandated to advance the civil rights of people with disabilities. They provide free legal services to Marylanders of any age with all types of disabilities (developmental, intellectual, psychiatric, physical, sensory, learning, traumatic brain injury), who live in facilities, in the community, or who are homeless.
