Service Member or Spouse Application

The Maryland Board of Massage Therapy Examiners recognizes the important service of military families. Federal law may allow an eligible service member or spouse who relocates to Maryland because of military orders to practice under a covered out-of-state professional license.​

Professional License Portability

The Servicemembers Civil Relief Act (SCRA) was amended in 2024 by Public Law 118-159 to update professional license portability protections for servicemembers and their spouses. These protections are codified at 50 U.S.C. § 4025a.​​

Who may qualify?

A service member or spouse may qualify if the individual:​

  • Relocated to Maryland because of military orders;
  • Holds a covered massage therapy license from another state;
  • Is in good standing with the state that issued the covered license;
  • Has not had the license revoked or disciplined in any state;
  • Does not have a pending unprofessional-conduct investigation in any state; and
  • Submits the required application and supporting documents to the Board.

Application requirements

The application must include proof of military orders and a notarized affidavit. An affidavit will be provided to you with the application. A spouse must also provide proof of marriage. The Board may request additional information needed to confirm eligibility and the applicable scope of practice in Maryland.

An eligible individual remains subject to Maryland standards of practice, professional conduct requirements, and applicable continuing education requirements.


Important information

Recognition under this federal law is not a permanent Maryland massage therapy license. It applies only while the individual remains eligible under the law. An individual seeking permanent Maryland licensure should use the Board's regular application process.
