Intermediate Care Facility for Individuals with Intellectual Disabilities

Description

An intermediate care facility for individuals with intellectual disabilities (ICF-IID) is an institution that meets Federal Conditions of Participation (CoPs) and has as its primary purpose the provision of health or rehabilitation services to individuals with intellectual disabilities or related conditions receiving care and services under the Medicaid program.  The ICF-IID CoPs recognize the developmental, social, and behavioral needs of individuals with intellectual disabilities who live in residential settings by requiring that each individual both require and receive active treatment for the ICF-IID care to be eligible for Medicaid funding.  ICF-IID programs focus on using therapeutic interventions to empower individuals as they learn the skills needed to successfully return to community living.  

OHCQ is responsible for the licensure and oversight of ICF-IID, including initial licensure, annual certification surveys, and complaint investigations.

Licensure and Certification

To apply for a license for a new ICF-IID, submit the licensure application and all supporting documents to OHCQ through the Submit a License Application system.  In order to complete the application, please download a copy to your device.  Adobe Acrobat, Adobe Reader or another *.PDF application are required to complete the application.  It is recommended that you save your progress throughout the process. Questions, comments or concerns regarding this application and its completion, can be referred to the associated program/unit within OHCQ. To apply for certification for a new ICF-IID, consult the Centers for Medicare & Medicaid Services website.

Licensed ICF-IID can report changes in their contact information to OHCQ via the Change Form.

Protection and Advocacy Agency

Disability Rights Maryland ​(DRM), a non-profit 501(c)(3) organization, is Maryland’s designated Protection and Advocacy agency.  DRM is federally mandated to advance the civil rights of people with disabilities.  They provide free legal services to Marylanders of any age with all types of disabilities (developmental, intellectual, psychiatric, physical, sensory, learning, traumatic brain injury), who live in facilities, in the community, or who are homeless.
