A home health agency is an agency or organization that provides skilled nursing services and other therapeutic services under the supervision of a physician or registered professional nurse. OHCQ is responsible for the oversight of home health agencies, including initial licensure, recertification surveys, and compliant investigation.

Certificate of Need
To become eligible to obtain a license to operate a home health agency in Maryland, you must first apply for a
Certificate of Need (CON) from the Maryland Health Care Commission (MHCC). Learn more about the CON process at the

Licensure
To apply for a license for a new home health agency, complete the
Application for a Home Health Agency License. In order to complete the application, please download a copy to your device.
