Increased Community Services Program

​The Increased Community Services (ICS) Program is a home and community-based services demonstration. It helps you get services and support in your home and community instead of in an institution. ​

What is the contribution to care fee?

When you choose the Increased Community Services Program, you will pay the required monthly fee based on your income towards your cost of care. 

Am I eligible for the Increased Community Services Program?

You must meet all the medical, technical and financial rules to be eligible for this program.

  • Medical Eligibility Rules:
    • Need nursing facility level of care.
  • Technical Eligibility Rules:
    • Age 18 and older.
    • Must live in a nursing facility for at least six months and be eligible for Medicaid for at least 30 days in a row.
    • Must not be eligible for a home and community-based waiver or the Programs of All-Inclusive Care for the Elderly (PACE).
    • The cost of community-based services must not be more than institutional care.
    • Be able to live safely in your home and community with these program services.
  • Financial Eligibility Rules:
    • Based on income and assets of the applicant only.
    • Monthly income that exceeds 300% of SSI benefits.
      • You will pay any monthly income that exceeds this amount towards your cost of care.
    • Countable assets may not be more than $2,500.

If Medicaid denies your application for the Community Options Waiver​ because your income is too high, you may be eligible for the Increased Community Services program.​

You get all Medicaid covered services and benefits. You also may get program services that include:

  • Assistive technology
  • Behavioral consultation services
  • Consumer training
  • Dietitian/nutrition services
  • Environmental assessment
  • Environmental accessibility adaptation
  • Family training
  • Home-delivered meals
  • Medical day care
  • Personal assistance
  • Personal emergency response system
  • Respite 
  • Supports planning
  • Senior Center Plus
  • Transition and supplemental services with the Money Follows the Person Program​

How to Apply

You cannot apply directly to this program. You must receive a referral from Medicaid's Eligibility Determination Division.
