Maryland Medicaid’s Services for Children, Youth and Families

1915(i): Home and Community-based Behavioral Health Services for Children, Youth and Families

This program provides services for young people with intensive behavioral health needs whose symptoms may place them at risk for higher levels of care, such as inpatient hospitalization or residential treatment.

Maryland Medicaid’s 1915(i) services connect your family with resources:
  • Mental health care and family support groups
  • Intervention based, in-home services
  • Art and music therapy, gardening and horse-assisted therapy
  • Respite care (temporary relief options for caregivers)
  • Other personalized services
Eligible families will have:

  • Children (0-5) must have either:
    • ​A direct referral from an Inpatient or day hospital unit, PCP, outpatient psychiatric facility, Early Childhood Mental Health (ECMH) Consultation program in daycare, Head Start, Early Head Start, Judy Hoyer Center, or home visiting program; or 
    • 1+ psychiatric inpatient or day hospitalizations, ER visits, crisis stabilization center visits, mobile crisis team responses, exhibit severe aggression, display dangerous behavior, been suspended or expelled or at risk of expulsion from school or childcare setting, display emotional and/or behavioral disturbance prohibiting their care by anyone other than their primary caregiver, at risk of out-of-home placement or placement disruption, have severe temper tantrums that place the child or family members at risk of harm, have trauma exposures and other adverse life events, or at risk of family-related risk factors including safety, parent-child relational conflict, and poor health and developmental outcomes in the last 12 months.
  • Youth (6-21) must have either:
    • 2+ hospital stays, visits to the emergency room, mobile crisis team responses, or visits to a crisis center in the last 12 months; or
    • A Residential Treatment stay within the past 90 days.
  • Medicaid (or are eligible to enroll in Medicaid)
About 1915(i)

1915(i) is a Medicaid program that provides home and community-based behavioral health services to support youth and families. Families access these services through Care Coordination Organizations (CCOs), which guide them through 1915(i) enrollment and connect them to needed supports.
