The Office of Local Planning and Management monitors the implementation of the Public Behavioral Health System with a focus on the State General Fund and Federal Mental Health and Substance Abuse Block Grant Funds allocated to the Local Behavioral Health Authorities (LBHAs) which support community behavioral health services in Maryland.
This Office:
- addresses the LBHAs, which includes the Core Services Agencies (CSAs) and Local Addiction Authorities' needs for information, technical assistance, and assistance in the resolution of problems.
- monitors the implementation of the Annual Conditions of Award (COA)/Statement of Work (SOW), Memorandums of Understanding (MOU) between the Behavioral Health Administration and each of the 24 Maryland jurisdictions that receive State General Fund (SGF) and Federal Block Grant Fund (FBGF), both Community Mental Health Services and Prevention and Treatment of Substance Abuse.
- focuses on specific compliance and monitoring of the administrative functions related to programmatic and fiscal responsibilities of the LBHAs/CSAs/LAAs, including:
- Quarterly Reviews of Process, Program and Fiscal Performance;
- Quarterly Technical Assistance and Problem Solving for LBHAs/CSAs/LAAs in need of Performance Assistance (Specific Technical Assistance Plan for the jurisdiction and coaching for improved performance);
- Use of Results-Based Accountability Framework: Results-Based Accountability would focus on: “How Much Did We Do? How Well Did We Do It? and Is Anyone Better Off?” (which takes the view that performance should drive compliance and monitoring actions);
- Use of Enterprise-Wide Grants Management system for report submission and performance monitoring.
