Safeguarding Survivors: Examining Domestic Violence Protective Order (DVPO) Firearm Removal Practices to Improve Safety Outcomes (2026)​


The report summarizes a statewide assessment of Maryland's domestic violence protective order (DVPO) firearm surrender process, which was conducted across all 23 counties and Baltimore City to evaluate firearm removal practices when DVPOs are issued. The report identifies key challenges, highlights promising practices, and provides actionable recommendations to strengthen and standardize Maryland's DVPO firearm surrender process. This report was authored by BWJP along with their partner Community Legal Services.​
