Maryland​ AIDS Drug Assistance Program (MADAP)​​

​Program Information

MADAP 

• Ensures that p​eople living with HIV in Maryland have access to the medication they need to stay healthy.

• Is a statewide program and i​s funded primarily through the Ryan ​White CARE Act.

• Pays for medications for eligible clients with no insurance and helps clients with insurance by paying for eligible co-pay and deductible costs so they can get their medication. 

• The MADAP formulary includes all anti-retroviral therapies approved by the U.S. Food and Drug Administration to treat HIV infection, as well as medication to treat opportunistic infections, complications of HIV infection, and non-HIV related conditions.

• Clients enrolled in MADAP can receive their medications at any of the approximately 1,432 pharmacies that accept Maryland Medical Assistance (Medicaid).​

To qualify for MADAP services, a person must meet the following criteria:

• Be diagnosed as having HIV;

• Have a household income at or below 500% of the current federal level for the size of the legal household (2026 ​Income Guidelines);

• Be a resident of Maryland;

• Not be eligible for Maryland Medical Assistance (Medicaid);

Complete MADAP Client Enro​llment Applications with the required documentation, are reviewed and processed to determine eligibility. Eligibility determinations for complete applications are made within 10 business days of receipt. Clients approved for MADAP must reapply
for the program annually.

​​MADAP Plus​

• ​Pays premiums for health insurance plans with prescription coverage (or prescription plans) for eligible clients.

• ​To qualify for MADAP Plus payments, the health insurance must meet the following minimum standards:

• a formulary (list of medications covered) comparable to MADAP’s

• ​a coverage cap greater than $2,500

To qualify for MADAP Plus, a person must meet the following criteria:​

• Be eligible for MA​DAP,

• Be responsible for paying 50% or more of their health insurance premium,

• Have completed the insurance section of the MADAP Client Enrollment Appli​cation​​​​​​​​​ (with required documentation).

• A copy of the person's current insurance premium bill must be included with the application.​
