​Maryland’s Section 1115 HealthChoice Demonstration Waiver Amendments

The Maryland Department of Health (the Department) is providing public notice of its intent to submit to the Centers for Medicare and Medicaid Services (CMS) a written request to amend Maryland’s section 1115 HealthChoice Demonstration Waiver and to receive comments on the planned amendments between May 25, 2022 and June 25, 2022.

As of May 25, 2022, the State’s 30-day public comment period is open. The Department will accept comments through June 25, 2022.

The Department’s draft section 1115 demonstration amendment is available on the 1115 HealthChoice Renewal website​.

General Notice – HealthChoice Post-Award Forum

Per the terms of the HealthChoice Demonstration Renewal as directed by 42 CFR 431.420(c), Maryland must conduct a post-award forum within six (6) months of implementing the demonstration and annually thereafter. The forum is intended to provide the public with the opportunity to offer meaningful comment on the progress of the demonstration.

The 2022 Post-Award Forum will take place on Thursday, May 26, 2022, during the Maryland Medicaid Advisory Committee meeting. Due to COVID-19, the meeting will be held via webinar. Notice of Adult Medical Day Center Grant Opportunity from the Maryland Department of Health

Respond by February 11, 2022

​On January 3, 2022, the Maryland Department of Health (MDH) annou​​​nced the allocation of $15 million in emergency funding from the American Rescue Plan Act (ARPA) to address urgent operational needs of Adult Medical Day Care (AMDC) facilities in Maryland. AMDCs are to use the funds to maintain their operations so that they can help respond to COVID-19. Funds may be used to support AMDC operations in areas such as staffing expansions, procurement of supplies, and COVID-19 testing and therapeutics. 


To qualify for this emergency funding opportunity, the AMDC must be licensed by and operate in the state of Maryland, have re-opened or plan to re-open within the next three months, and meet other requirements. The grant funds are to be used to support operational costs incurred between February 15, 2022, and December 31, 2022. 


To participate and receive further information, please complete and submit the AMDC Letter of Intent and Eligibility Form by Friday, February 11, 2022.   


If your AMDC is unable to complete the online form due to technical limitations, please download and complete​ this version of the form and submit it to by Friday, February 11, 2022.    


Please note, that if you are an individual receiving this on behalf of more than one licensed AMDC, the form will need to be completed and submitted separately for each AMDC.


Following receipt and verification of the form on or before the deadline, MDH will contact the qualifying AMDC by email with a notice of award. The qualifying AMDC must sign a related Grant Agreement to begin the grant disbursement process.

Notice of Public Comment​ Period

​1915(b)(4) for​ Home and Community-Based Options Waiver Renewal

The Department will submit a 1915(b)(4) waiver application for its 1915(c) Home and Community-Based Options Waiver to the Centers for Medicare and Medicaid Services (CMS) to renew the waiver for five additional years. The 1915(b)(4) relates to selective contracting and allows the Department to limit the providers of case management for the Home and Community-Based Options Waiver to local Area Agencies on Aging (AAA) and agencies selected through a competitive solicitation.
