The Developmental Disabilities Administration (DDA) in Maryland runs one Medicaid program known as a 1915 (c) Medicaid Home and Community-Based Services (HCBS) waiver program. This program is called the Community Pathways Waiver.

A Medicaid waiver program, approved by the federal Centers for Medicare and Medicaid Services (CMS), allows states to make exceptions to the usual rules. This enables Medicaid and other services to be prov​ided in different settings, tailored to individuals with different needs or varying income levels. 

For those who qualify, this program offers services within the community as an alternative to receiving them in an institution.
