RICA-Baltimore is a client-centered, family-driven, youth-guided residential treatment program for adolescents with emotional disabilities. An adolescent appropriate for referral exhibits problematic behaviors at home, in school, and in the community, and for whom treatment options in the community have been insufficient to address the chronic needs that the adolescent presents.​​

Policies and requirements of RICA Baltimore facility


  • Smoke free policy for all staff

This policy prohibits the smoking or chewing of tobacco products on the grounds of Regional Institute for Children and Adolescents (RICA) Baltimore or in state owned vehicles, no matter their location.





  • Visitor Policy

While RICA is a publicly supported program, the RICA buildings are not open to free access by members of the community. In order to insure the privacy and protection of the clients and staff as well as safeguard property, entrance of visitors to the RICA buildings is by arrangement with appropriate administrative personnel or their designee only and transit through the building is by escort of staff.

Vaccine Requirements For Children Enrolled in Preschool Programs and in Schools  



The results from lead-in water testing show that the samples collected from RICA-Baltimore are below the EPA allowable limit of 15 ug/L (parts per billion), and do not require any corrective action.
