Governor Hogan appoints Dr. Robert Moffit Chair of the
Maryland Health Care Commission
Baltimore, MD (May 9, 2017) – Gov. Larry Hogan has appointed Robert Emmet Moffit, PhD., of Severna Park, Maryland, as chairman of the Maryland Health Care Commission. Dr. Moffit, who was appointed to the Commission in 2015, succeeds Dr. Craig Tanio, who concluded his service in April. He is serving his second term, having been initially appointed to a four-year term in 2003 by former Governor Robert Ehrlich.
Dr. Moffit is a Senior Fellow at the Center for Health Policy Studies at the Heritage Foundation, and has published on health policy in such journals as Health Affairs, Harvard Health Policy Review and the New England Journal of Medicine. He also served in the federal government during the Reagan Administration as deputy assistant secretary at the U.S Department of Health and Human Services and as an assistant director of the U.S. Office of Personnel Management. In 2010, Modern Healthcare magazine listed Moffit as one of the 100 most influential Americans in health care.
The modernization of the State's certificate of need program will be one of Dr. Moffit’s top priorities as chair of the Commission. Additional focus will placed on price transparency in health care.
Dr. Moffit holds a master’s degree and a doctorate in political science from the University of Arizona, and a bachelor’s degree from La Salle University in Philadelphia. He lives with his wife, Barbara, in Severna Park, Maryland.
Under Maryland law, the Commission exercises broad regulatory authority to promote cost control, expand access to coverage and care, and improve the quality of health care delivery. The MHCC directs the health facility planning and the certificate of need program, develops hospital, nursing home, and health plan report cards for the public, and works with the Department of Health and Mental Hygiene to advance primary care and the use of health information technology. On request from the Maryland General Assembly, the Commission undertakes detailed studies, reports, and analyses of various health care issues.
