2026 Provider Solicitation
The Maryland Department of Health (MDH)’s Medical Assistance Program (Maryland Medicaid) is offering Local Health Departments/county governments within Maryland the opportunity to apply for the Assistance in Community Integration Services (ACIS) Program participant spaces. There are 1,520 ACIS participant spaces available for allocation among existing and new ACIS Providers/Lead Entities. Local Health Departments and county governments that are interested in applying for available participant spaces in the ACIS Program and becoming ACIS Providers/Lead Entities must submit a completed Letter of Intent (LOI) to MDH by March 13, 2026 at 5PM followed by a complete application by March 27, 2026 at 5PM. Application will be posted on the ACIS Webpage on March 2, 2026.

LOI Submission
Please email the ACIS team on [email protected] for LOI template and instructions. Please note, an LOI must be submitted on a template provided by MDH, any other template will be automatically rejected.
The LOI must be submitted via e-mail or email attachment to [email protected] and must be no more than three pages long. Incomplete LOIs or LOIs received after the deadline will not be accepted.
Who can be an ACIS provider?
A local health department or other local government agency may apply to become an ACIS provider and deliver services within their jurisdiction. For more information, see the resources section.
Do I need to be an enrolled Maryland Medicaid provider?
You must be an enrolled Maryland Medicaid provider to deliver and bill for ACIS services. To learn more, see Provider Enrollment.
How do I bill for services?
An ACIS provider must provide a minimum of three services per month for each member to receive reimbursement each month. For more billing information, see the
