On site management was handled by various individuals. The Hospital was funded by the State of Maryland from the beginning, but responsibility for oversight was ceded to the City of Baltimore. The original management staff seems to have been Messrs. Jeremiah Yellott, Richard Lawson and Alexander McKim.

Dr. Richard S Steuart remained President of the Board of Directors and continued to be very active in the hospital's affairs. He was removed from the Board in 1864 after he refused to sign an oath of loyalty to the Union (during the US Civil War). He was reinstated in 1868, and was again replaced in 1876 after he authorized the hospital to be mortgaged to cover expenses not covered by the General Assembly
Died in 1869, while Superintendent.
Resigned, apparently under pressure, following a reorganization that was ordered by the General Assembly. (See "7")
Ordered that all mechanical restraints of patients be discontinued. Died after a long illness in 1891, while superintendent
Resigned in 1896 to become the first superintendent of the Second Hospital for the Insane (now Springfield Hospital Center)
