Community Health Worker Statute and Regulations


2018, Public Health – Community Health Workers – Advisory Committee and Certification​​

Senate Bill 163 (Chapter 441)​ establishing the State Community Health Worker Advisory Committee to advise the Maryland Department of Health on matters relating to the certification and training of community health workers; requiring the Department to adopt regulations for accrediting certain training programs; requiring that certain written materials be in the preferred language of Advisory Committee members, as necessary; providing that, subject to an exception, a certified community health worker training program must be approved before operating in the State; etc.​

COMA​R 1​0.68.01, effective December 30, 2019​, established the requirements for the Department to certify CHWs and  addresses the certification of CHWs in Maryland.  

​COMAR 10.68.​02​, effective December 30, 2019, addresses the accreditation of CHW certification training programs in Maryland.


​2014 - 2015, Workgroup on Workforce Development for Community Health Workers (CHWs)
House Bill 856/Senate Bill 592 of 2014 mandated the creation of a stakeholder workgroup to study and make recommendations regarding the Workforce Development for Community Health Workers in Maryland. The Department of Health and Mental Hygiene (DHMH) and the Maryland Insurance Administration (MIA) completed the workgroup process in April 2015.
