In response to the Russian-Ukrainian conflict in Ukraine, the United States created the
Uniting for Ukraine (U4U) program for Ukrainian citizens and their immediate family members who are outside the United States to come to the United States and stay temporarily in a two-year period of parole. Ukrainians participating in U4U must have a supporter in the United States who agrees to provide them with financial support for the duration of their stay in the United States. Ukrainian Humanitarian Parolees (UHPs) who received their parole designation into the United States between February 24, 2022 and September 30, 2023, are eligible for refugee benefits including health screening, resettlement assistance, and Medicaid. Maryland Resettlement Resources
In Maryland, eligible humanitarian immigrants, including UHPs, may contact any of the Maryland Resettlement Agencies listed below for assistance and eligibility determination for various services including, cash assistance, food stamps, case management, school support for children, employment services, English language courses, health insurance, and a referral for medical screening, including the tuberculosis (TB) test.

From the date of eligibility (May 21, 2022 or the date they received humanitarian parole, whichever is later), UHPs may be eligible for a domestic medical screening examination, also known as the Refugee Medical Screening. The Maryland Department of Health’s Center for Global Migration and Immigrant Health supports culturally-informed and language-accessible health screening for all humanitarian immigrants that can identify health conditions that threaten their well-being, provide vaccinations required for school and work, and refer clients to primary, public health, and/or specialty care providers for ongoing healthcare.

USCIS Health Conditions of Parole
To meet the
USCIS conditions of parole (vaccinations and tuberculosis screening), UHPs should contact one of the Maryland resettlement agencies listed above to schedule a Refugee Medical Screening exam.
As of July 13, 2022, the U.S. Department of Homeland Security (DHS) has extended the time beneficiaries paroled into the United States under Uniting for Ukraine have to attest to their compliance with the medical screening for tuberculosis and additional vaccinations, if required. Effective immediately, beneficiaries paroled into the United States under Uniting for Ukraine must complete their medical attestation within 90 days of arrival in the United States. Previously, beneficiaries paroled into the United States under Uniting for Ukraine were required to complete the medical screening and attestation within 14 days of arrival to the United States.
The attestation is a condition of parole and must be completed in the beneficiary’s USCIS online account. Beneficiaries are responsible for arranging their vaccinations and medical screening for tuberculosis, including an Interferon-Gamma Release Assay (IGRA) blood test.
