Licensed Facility Plan Review Process

Overview:

​The Office of Facilities Management and Development (“OFMD”) works with the Office of Health Care Quality (“OHCQ”) to provide provisional approval of site plans for entities seeking licensure.

Process:

In order to initiate the licensed facility plan review process, applicant should submit the following documentation to Nicholas Fuhr at nicholas.fuhr@maryland.gov​ or 667-203-9223​.

  1. Renovation or New Construction
    • Certification Letter (see FAQs for template); and
    • Signed and sealed contract drawings
  2. New Tenant or New Owner
    • Certification Letter (see FAQs for template);
    • Floor Plan;
    • Certificate of Occupancy; and 
    • Prior Facility’s License.​​
​Once documentation has been received, it takes approximately three (3) weeks to complete the plan review process and issue a provisional approval letter.

Q.1. What type of facilities require plan review?

Not all facilities licensed by the Office of Health Care Quality require plan review. The following facilities require plan review.

  • Freestanding Ambulatory Care Facilities (COMAR 10.05.01.11)
    • Freestanding Birthing Centers (COMAR 10.05.02.09)
    • Kidney Dialysis Center (COMAR 10.05.04.11)
    • Freestanding Ambulatory Surgical Facilities (COMAR 10.05.05.13)
  • Hospitals
    • Acute General Hospitals and Special Hospitals (COMAR 10.07.01.30)
    • Nursing Homes (COMAR 10.07.02.08 and 10.07.02.41 to 10.07.02.46)

Q.2. What does COMAR mean?
COMAR is the acronym for the Code of Maryland Regulations and Title 10 corresponds with the Maryland Department of Health. COMAR is provided online by the Division of State Documents.

Q.3. Will the OFMD conduct a field inspection as part of the plan review process?
The OFMD will not conduct a field inspection as part of the plan review process. The OHCQ may require a field inspection as part of the overall licensing process.
