The Developmental Disabilities Administration (DDA) in Maryland runs three special Medicaid programs known as 1915 (c) Medicaid Home and Community-Based Services (HCBS) waiver programs. These programs include the Family Supports Waiver, Community Supports Waiver, and Community Pathways Waiver.
A Medicaid waiver program, approved by the federal Centers for Medicare and Medicaid Services (CMS), allows states to make exceptions to the usual rules. This enables Medicaid and other services to be provided in different settings, tailored to individuals with different needs or varying income levels.
For those who qualify, these programs offer services within the community as an alternative to receiving them in an institution.
