In order to practice as a Residential Child Care Program Administrator in Maryland or to refer to oneself as a Residential Child Care Program Administrator, an individual must be certified by the State Board for the Certification of Residential Child Care Program Professionals.
Acting Residential Child Care Program Administrator (ARCCPA)
In order to practice as an Acting Residential Child Care Program Administrator in Maryland for a period of 90 days or to refer to oneself as an Acting Residential Child Care Program Administrator, an individual must be approved by the State Board for the Certification of Residential Child Care Program Professionals.

Out of State Applicants​
 

In any case in which a servicemember or the spouse of a servicemember has a Residential Child Care Certificate from another state outside of Maryland and the servicemember or spouse relocates his or her residency because of military orders for military service to Maryland, their out-of-state license shall be considered valid by the Maryland Board of Residential Child Care, as long as the out-of-state license is in a similar scope of practice and in the same discipline.  The license shall be valid for the duration of their military orders as long as the servicemember or spouse (1) provides a copy of such military orders to the licensing authority in the jurisdiction in which the new residency is located; (2) remains in good standing with the out-of-state licensing authority and every other licensing authority that has issued to the servicemember or the spouse of a servicemember a certificate valid at a similar scope of practice and in the discipline of residential child care; (3) the servicemember or spouse submits to the authority of the Maryland Board of Residential Child Care for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements.

 
Criminal History Record Check​
 

All individuals seeking certification from the State Board for the Certification of Residential Child Care Program Professionals (“State Board”) must submit to a State and national criminal history record check (Health Occupations Article, §20-302C and COMAR 10.57.02 and COMAR 10.57.03) executed at a CJIS operated live scan fingerprint site or one of the CJIS approved private providers authorized pursuant to COMAR 12.15.05 to collect and submit live fingerprints.
Criminal history record information obtained is sent directly to the State Board and to you. No information regarding your criminal history is made available to the private provider who initiated your criminal history record check. 
A receipt from the private provider or CJIS-CR is sufficient documentation that you have initiated your criminal history record check.  Your application, however, will not be processed until the results of the criminal history background check are received by the State Board.  Positive results will require detailed explanations and court sealed records forward to the State Board.

 
Notice to Applicants Who Attended Foreign Schools​​
 

As per COMAR 10.57.02.02 (C) & 10.57.03.02 (B) Transcripts will only be accepted from schools that are approved or accredited by an accrediting agency recognized by the United States Department of Education (USDE).
Additionally, schools located outside of the United States must undergo a strict comprehensive review and scrutiny through a professional, private contract commission. The four Board-approved commissions to determine the eligibility and competency of such school(s) is listed in the chart at the bottom of this page.
In many instances, fraudulent information has been detected in applications, particularly from transcripts purportedly derived from foreign schools and institutions. Accordingly, the following procedures apply to any foreign school:

  • No action will be taken on the application until the Board receives a full report from one of the four Board-approved commissions. Applicants are advised that such reviews take several weeks to several months to complete.
  • Applicants are advised that the Board will not process the application further until a full favorable report is submitted by the authorized agency. The Board retains the discretion to approve or reject any application upon review of the report and documentation.
  • All foreign transcripts, letters and documents must be presented to the contract investigating company in original form and must also have an original English translation from an accredited member of the American Translators Association. No other translations are acceptable. The applicant bears all costs of any translations or certifications.
  • Applicants who attended foreign schools are advised that very few foreign schools or institutions have qualified as meeting Maryland’s standards. Accordingly, applicants should seriously consider and weigh the costs of this comprehensive review and fees with the probable chances of non-acceptance of the foreign school.
  • Affected applicants are advised that acceptance of an application and non-refundable fees does not in any manner insure, promise or guarantee that the application will be approved and certification or registration will be granted.
  • The Board does not interface with the credential evaluation agency.
  • Applicants are solely responsible to make all arrangements with agencies for evaluation of transcripts/academic records, including payment of any applicable fees. Applicants may contact:
