OUT OF STATE ALCOHOL & DRUG COUNSELOR LICENSURE REQUIREMENTS
All applicants must complete the Out of State LCADC application, pay the $250.00 application fee, submit a copy and verification of license from state, jurisdiction or territory, and provide documentation of professional experience and official transcripts verifying the degree earned.
EDUCATION
Applicant must have a master's degree in a health and human services counseling AND the following coursework from an accredited college or university: CONTINUING EDUCATION UNITS (CEU) ARE NOT ACCEPTED.
A. ALCOHOL AND OTHER DRUG SPECIFIC ETHICS (3 semester credits or 5 quarter credits). Undergraduate or Graduate Level instruction in this area includes the following content:
o Self-disclosure of recovery status
o Ethics of being a two hatter
o Self-help fellowship participation
o Avoiding dual relationships
o Relapsing counselors
o Confidentiality Laws
B. Medical Aspects of Chemical Dependency (Pharmacology) - (3 semester credits or 5 quarter credits). Undergraduate or Graduate Level instruction in this area shall include all of the following content:
o Brain structure and function as it relates to psychoactive drugs.
o Classes of psychoactive drugs, including their addition potential, withdrawal symptoms, and associated medical problems.
B. PERSONALITY DEVELOPMENT - GRADUATE LEVEL ONLY (3 SEMESTER CREDITS OR 5 QUARTER CREDITS)
C. PSYCHOTHERAPY AND TREATMENT OF MENTAL AND EMOTIONAL DISORDERS - GRADUATE LEVEL ONLY (3 SEMESTER CREDITS OR 5 QUARTER CREDITS) (Must cover the current edition of the Diagnostic and Statistical Manual – DSM)
D. PSYCHOPATHOLOGY - GRADUATE LEVEL ONLY (3 SEMESTER CREDITS OR 5 QUARTER CREDITS)
SUPERVISED CLINICAL EXPERIENCE
In the case of an applicant holding a master’s degree with less than 60 graduate credit hours, provide documentation of a minimum of not less than 3 years with a minimum of 2,000 hours of supervised clinical experience in providing alcohol and other drug counseling experience.
OR
In the case of an applicant holding a master’s degree with 60 graduate credit hours, provide documentation of not less than 3 years, with a minimum of 2,000 hours of supervised clinical experience in alcohol and other drug counseling, 2 years of which shall have been completed after the award of the master’s degree.
OR
In the case of a doctoral degree, an applicant shall document a minimum of not less than 2 years with a minimum of 2,000 hours of supervised clinical experience in providing alcohol and other drug counseling experience.
EXAMINATION REQUIREMENT
Achieve a passing score on the Examination for Master's Addictions Counselors (EMAC) of the National Board for Certified Counselors and Maryland State Law Test.
