New Horizons Re-Entry Program

​A Maryland Community Criminal Justice Treatment Program funded by the Maryland Behavioral Health Administration
This program provides comprehensive and coordinated services to individuals with serious mental illness who are leaving incarceration. Some individuals may have both mental illness and problems with substance abuse.

​The Re-Entry Case Manager meets with individuals to assess their needs and to work with them to identify their goals.  Once individuals are released from detention, the case manager assists the individual with accessing mental health and substance use services, primary health services, housing, employment, education, entitlements, and other services needed to help people integrate back into the community and to prevent re-incarceration.


To be eligible, individuals must have a mental illness (or mental illness and substance use disorder) and be recently incarcerated or leaving incarceration.
