Jail Substance Abuse Program (JSAP)

The Washington County Health Department, Division of Behavioral Health Services, Jail Substance Abuse Program is certified by the State of Maryland Department Health and Mental Hygiene, Office of Health Care Quality The Maryland Office of Health Care Quality certifies the Outpatient Program to provide American Society of Addiction Medicine Level I.   
The Program provides day time groups and individual sessions for adults. Naltrexone pharmacotherapy is offered for individuals with alcohol and/or opiate addiction. Counselors refer persons served to Outpatient Central site to continue with substance use treatment following release from incarceration.
 
Location:  500 Western Maryland Parkway, Hagerstown, MD 21740
Hours of Operation: Monday – Friday 8 a.m. – 4:30 p.m.
Target Population:   Adult  Male and Female Individuals incarcerated at the Washington County Detention Center                             
Payor Source:         Fees assigned to JSAP patients per court order
Fees:                      Fee for the program is set at $490.00, Persons served are court ordered to pay the fee as a requirement of Parole and Probation.
                             
Referral Source:  Adult individuals are identified and referred to the JSAP program by local judges in criminal court.  Attorneys may recommend referrals to JSAP within the court hearing process.  In some cases, person served are released from incarceration early once completing the JSAP program.
