The team must open bids and evaluate proposals.   At least one member of the team must open and tabulate bids at the appropriate time and place.

If conducting a Competitive Sealed Proposals solicitation, the team members evaluating proposals should familiarize themselves with the process.   A good resource is Section 8 of the OPASS Resource Guide on the OPASS web site of the DHMH Intranet.
