Maryland Medicaid Electronic Health Records (EHR) Incentive Program

Created under the American Recovery an​d Reinvestment Act of 2009, the Medicaid Electronic Health Records Incentive Program provides incentive payments to eligible professionals and hospitals to promote adoption of and meaningful use of interoperable health information technology and qualified electronic health records.

The Program Year 2020 attestation period is now closed. 

Maryland Medicaid intends to open up/unlock eMIPP for Program Year 2021 on August 1, 2021. Maryland Medicaid will send notice to providers when Program Year 2021 opens and if any changes in dates occur.

Please note Maryland Medicaid is no longer accepting applications for new Electronic Health Records Incentive Program Participants. Program Year 2016 was the last year to begin participation. 


MDH is conducting a health information technology environmental scan survey as part of required closeout activities for the Maryland Medicaid Electronic Health Record (EHR) Incentive Program. The purpose of the survey is to gather information about the adoption, meaningful use, and interoperability of electronic health records (EHR) systems, the Health Information Exchange (HIE) capabilities/interests, and the Health IT landscape in Maryland. 

MDH would like to gain information and insights regarding your experiences and perceptions about the EHR Incentive Program. The online survey opens Monday, May 17th, and will remain continuously open until it closes on Monday, June 14, 2021.  

The survey will take approximately 10 minutes to complete.

Please note that the Centers for Medicare and Medicaid Services (CMS) has, at the national level, renamed the EHR Incentive Program the Promoting Interoperability (PI) Program for eligible hospitals (EHs), critical access hospitals (CAHs), and eligible professionals (EPs). 

​This name change is a part of CMS’s plan to overhaul and streamline the EHR Incentive Programs for hospitals, as well as for the Advancing Care Information performance category of the Merit-based Incentive Payment System (MIPS), which is one track of the Quality Payment Program. This change will move the programs beyond the existing requirements of meaningful use to a new phase of EHR measurement with an increased focus on interoperability and improving patient access to health information. 

Please note that this change does not merge or combine the EHR Incentive Programs and MIPS. Maryland Medicaid’s program will remain the Maryland Medicaid Electronic Health Records (EHR) Incentive Program, although our program is part of the national PI program. All current user guides, resource documents and language on the Maryland Medicaid EHR Incentive Payment Program website will remain as-is.
