MCHP Premium, EID and ICS Payments

Important Notice About Payments After the Maryland COVID-19 State of Emergency

Governor Hogan declared the end of the Maryland State of Emergency due to COVID-19 effective July 1, 2021.  The national federal Public Health Emergency due to COVID-19 remains in place.  Payments for MCHP Premium, EID, and ICS will resume as described below.

MCHP Premium and EID

The Program will resume collecting monthly premium payments for the Maryland Children’s Health Program Premium (MCHP) and Employed Individuals with Disabilities (EID) programs.  These payments were previously suspended for services between March 2020 and August 2021.
Enrollees will be sent an invoice in August for September services.  Payment is due by August 31st.
Enrollees who submitted premium payments for services between March 2020 and August 2021 will receive a credit to their account.
Enrollees who do not pay their premiums for services beginning September 2021 will not be disenrolled until the calendar month after the federal public health emergency ends. Enrollees will be responsible for payment of any unpaid balance accrued beginning September 2021 following the end of the public health emergency.

Increased Community Service (ICS) Payment Extension is Ending

During Maryland's Coronavirus (COVID-19) state of emergency, the Maryland Department of Health (MDH) delayed assessment fee payments for Increased Community Services (ICS). For those who have a scheduled recurring payment on the payment portal, MDH did not withdraw payment during this time. Services remained in effect.
Assessment fee payments will be due 60 days after the state of emergency issued by Governor Hogan ends. MDH will contact participants to let them know when they will have to begin payment again. This action delayed payment during the state of emergency only. Participants must make payment in the future for payments delayed during this time. MDH will send participants information about repayment.

You may pay your premium for the following programs online or by mail:

  • Employed Individuals with Disabilities (EID)
  • Increased Community Services (ICS)
  • Maryland Children's Health Program (MCHP Premium)
For questions regarding your payment, please contact the Premium Unit at 410-767-6883 or 1-866-269-5576.
