Welcome to the Maryland Department of Health (MDH) Office of Governmental Affairs (OGA). OGA provides leadership and expertise on State legislative, regulatory, and budgetary issues having an impact on MDH and its programs and services. OGA serves as the legislative liaison between MDH, the Governor’s Office, the Maryland General Assembly, State agencies, and various advocacy groups and organizations. The Office analyzes health-related legislation and provides guidance so that DHMH is in the best position to effectively participate in the legislative process. OGA communicates and promotes MDH’s positions on bills during the legislative session in Annapolis. On average, 700 health-related bills are tracked and evaluated each session. OGA also provides technical assistance to DHMH by assisting with testimony and legislative drafting.
At the conclusion of session, OGA reviews bills that passed to develop strategies for actions required of MDH as a result of the enacted legislation. As part of their interim activities, OGA participates on workgroups, assists with the preparation of reports required by legislation and by the budget, provides interim studies, and prepares DHMH’s legislative package for introduction during the next session. OGA also responds to local, State, and federal constituent inquiries; serves as the point of contact for Congressional legislative and budgetary assignments; attends meetings of advisory committees, advocacy groups, and providers to track and participate in legislative and policy development; collects and disseminates health data.
